WINNIPEG – A high-risk sex offender is getting out of jail today and is expected to live in Winnipeg.
32-year-old Timothy Koltusky has a long history of sexual offences and other crimes.
He used to be known as Kevin Steppan but he legally changed his name.
His first offence dates back to August 8, 2005 when he punched a sex trade worker and tried to throw her in a river.
Two days later, he approached another sex trade worker, took her to a secluded area and put a rope around her neck. He punched her, ripped off her shirt and bra and pulled down her pants. The victim escaped and Koltusky was arrested a few days later.
Just over a year after that, he made a number of harassing calls of a sexual nature to a woman. He was deemed a long-term offender in February 2010, and has been in and out of prison since for constantly breaching supervision orders.
Police say Koltusky has taken sex offender treatment programs but is still a high-risk to re-offend. He has a lifetime weapons ban and is under a supervision order until 2023.
Koltusky is 6’1″, 150 pounds with blonde hair, blue eyes, and a small scar above his right eye.
Police say you can call them if you want more info on him or if you have any more information to provide about him. They also warn that any form of vigilante activity towards Koltusky won’t be tolerated.
