New Manitoba Premier Greg Selinger's first cabinet is bigger than the previous one and includes both his rivals. Selinger has elevated three backbenchers to the inner circle: Bill Blaikie to conservation, Jennifer Howard to labour and immigration and Flor Marcelino to culture, heritage and tourism. He's also handed some key posts to the men who ran against him in last month's NDP leadership race, Andrew Swan is the new justice minister and Steve Ashton takes over transportation and infrastructure. Selinger's old finance portfolio goes to Rosann Wowchuck, who was the agriculture minister, and he has kept Theresa Oswald in health. No one was dropped from cabinet, but most ministers have been shuffled to new departments.
