WINNIPEG – Will Baker, formerly known as Vince Li, has been granted an absolute discharge by the Manitoba Review Board.
Baker was found not criminally responsible for the beheading of Tim McLean aboard a Greyhound bus in 2008.
Baker has been living on his own for some time, but has taken medication for his schizophrenia under supervision.
His lawyer and doctors argued that Baker does not pose a risk to the public, and the Review Board agreed with this assessment.
The decision from the Review Board states that they have “taken into account the safety of the public, which is the paramount consideration, [as well as] the present mental condition of Mr. Baker and his reintegration into society and his other needs.”
The Review Board found that “the weight of evidence does not substantiate that Mr. Baker poses a significant threat to the safety of the public.”
With the absolute discharge, Baker will no longer need any supervision and will continue to live in his Winnipeg apartment.
