For the 10th straight year, the Fraser Institute has determined Manitoba is the most generous Canadian province when it comes to giving to charities. The 2009 Generosity Index shows Manitoba has the highest percentage of tax filers, 27.3 percent and the highest percentage of aggregate income donated at 1.02 percent. Quebec was last. At the national level, the U.S. surpassed Canada with 26.6 percent of American tax filers donating to charity compared with 24 percent of Canadian filers.
