A Provincial State of Emergency is now in effect in Manitoba to deal with what the province calls "the imminent threat of flooding along with Assiniboine River in the City of Portage la Prairie and the Rural Municipalities from Portage to Winnipeg. Residents in those municipalities are raising dikes by an additional two feet to accomodate high flows on the River. An unstable weather system is bringing between 20 and 40 millimetres of rain across Southern Manitoba between today and Wednesday. The Canadian Forces from Joint Task Force West has now been brought in.. to manage flood-fighting efforts along the Assiniboine.
